The first inputs that matter are household size, annual income, and any housing voucher support that lowers the rent burden you need to cover directly.

From there, the system compares those inputs against the local program's upper income limit and the property's minimum income ratio when one exists. Both sides matter: some homes cap income, and some require a minimum.
